+Critique
+mhutchinson: The current attack that witnesses are trying to provide protection against was specifically defined to be split-view. I have a concern that we are adding complexity to a solution for that problem in order to solve an orthogonal problem.
+ * rgdd: my view of witnessing is that it should ensure that System^Verifier finds all statements that System^Believer accepts via a log. System^Verifier should not have to gossip, because that is a complexity that is not great to leave open / undefined.
+ * Split-view: one part of the problem is "do we see the same append-only log"
+ * Slow-down: another part of the same problem. I.e., don't agree it is orthogonal!

+Attack mitigations
+ * Option 1: ensure that checkpoints can convince a monitor that they are current
+ * Add a checkpoint timestamp that witnesses verify roughly
+ * Monitor checks that new checkpoints have recent timestamps
+ * mhutchinson: This makes sense to me. Monitors must already know something significant about the specifics of the log (i.e. they are not "generic" components). They must know what the Statement types are for the log, rules for parsing, and other basic validation. On top of this, they should know what the log's policy is for freshness of checkpoints. Some logs may create new checkpoints every 6h even if the log hasn't evolved, where others are extremely slow-growing and a checkpoint may be legit even if it's a year old. My view is that this info (statement type, checkpoint policy) is passed out-of-band of the checkpoint, and not in-band.
+ * This would strenghten the overall witnessing threat model so that the attacker could only pull of a slow-down attack if they can tamper with relevant clocks.
+ * mhutchinson: TL;DR: I agree with you, but I don't think witnesses need to be involved. Hence the timestamp can be in [otherdata] and parsing left to actors that already know more specific details of the log in question.

Witnesses are really to protect believers, not verifiers. That said, monitors absolutely must see witnessed checkpoints periodically to make sure they aren't verifying a completely different view of the log than the witnesses are anchoring for believers.
+ * rgdd: the leverage to pull of this attack comes from the fact that a monitor is not connected to a trusted party with a current view of the logs. If an ecosystem uses witnessing that sounds like a surprising assumption to require in my opinion!

+Conclusion

+ * mhutchinson: +1 thanks for writing this up. I haven't looked into how dates are usually used in legal documents like this, but I suspect something like a trusted party (solicitor, lawyer) must receive the documents within a small delta of the signed date in order to minimize the attack.
+ * (rgdd: In our context I would say that logs are sort of Bob and Alice, and then witnesses play the role of trusted parties that help minimize the attack window.)

+Deconstructing "Witness": Verifier^Claim (mhutchinson)
+The term "witness" and labeling them as trust anchors starts to put them in a somewhat oracle role. If we instead realize that the original witness proposal was simply Verifier(AppendOnly), and we are now looking to also make this actor Verifier(Fresh) then options become apparent. These verifier roles can be played by the same actor, but they don't have to be. Individual witness actors may choose to play one or both of these roles. I would recommend that each key used to sign checkpoints is advertized with the specific claims that it verifies. Specifically, each witness actor could have a verification key which is labeled one of:
+ * Freshness
+ * Consistency
+ * Freshess & Consistency
+ * I'm even open to getting rid of this idea, and saying such a witness should sign the checkpoint twice. But this is a different tradeoff.
+A believer of this verification can take the easy life and only use witness actor keys that do both jobs. But there exists the option to require at least F freshness sigs and C consistency sigs. Advantages of this approach:
+ * Greater flexibility in the system
+ * New precondition checks can be added in the future without needing existing parties to adopt it or migrate
+ * Ecosystems that have checkpoints widely available via some other distribution point than the log can omit freshness verification
+ * Clearer:
+ * terminology :-)
+ * rgdd: agree, as we said before 'witness' is really overloaded at this point and Verifier(AppendOnly) and Verifier(Freshness) is much more helpful.
+ * inference of what a witness signature means
+ * e.g1. a witness starts being a Verifier(AppendOnly) for a log that initially only has the base checkpoint format. After some months, the log embraces the timestamp in [otherdata] extension. Hurrah! But wait, if the witness signs this new format, did it perform just Verifier(AppendOnly), or did it *immediately* detect the timestamp and switch to Verifier(Fresh) too?

+ * rgdd: are you suggesting that a mandatory timestamp is added on the 4th line in every checkpoint, and that [otherdata] comes after that? FWIW this would be my number one preference.
+ * No, my comments in these bullet points are simply that the interface for Verifier(AppendOnly) is already defined, where the timestamp requirements aren't. Even if checkpoints have a timestamp, the path to verification isn't clear to me, e.g. the following options all seem credible:
+ * timestamp in checkpoint is the "use before" time
+ * timestamp in checkpoint is the time it was minted, plus:
+ * the checkpoint also encodes a TTL
+ * expiry time per log is part of the verifier config
+ * each verifier just has a certain freshness they will check, and clients pick verifiers with the freshness they need
+ * This is a solvable problem and one of these approaches just needs to be picked. This can be done orthogonally with the Verifier(Append-Only) work. I explicitly propose that the bare-bones checkpoint format does not include a timestamp.

In that case I think we should move on to the [otherdata] pad, because we are aware of the possibility that witnesses will be peeking into [otherdata] to provide Verifier(Freshness) - maybe even something more in the future unless we say "please don't do that".
