Milestone: setup a production log

What needs to be done?
---
1. A stable v0 API that we commit to being feature freezed.

Any additional changes that we might want to make in the future would have to
target the Sigsum V1 API. It would be a mistake to rush towards a v1 API
because (i) we will likely learn things from running a production log, and (ii)
some details we are still not ready to decide on. More about v0 scope below.

https://git.sigsum.org/sigsum/tree/archive/2021-10-05-open-design-thoughts
 * Non-scope: any algorithm agility. Only support Ed25519 and SHA256.
 * Non-scope: any other rate limiting mechanism.
 * Non-scope: no decision about checkpoint format.
 * Scope: decide on 'remove arbitrary bytes' proposal
 * https://git.sigsum.org/sigsum/tree/doc/proposals/2021-11-remove-arbitrary-bytes.md
 * (State should not be aborted anymore because SSH proposal did not pick this up.)
 * Scope: decide on GET vs POST endpoints.
 * Scope: decide on possible change to add-leaf endpoint output.

Other
 * Scope: decide if we should add any additional restrictions for DNS TXT RRs
 * E.g., left-most part must be "_sigsum"
 * https://git.sigsum.org/sigsum/tree/archive/2021-12-14-log-operators-bcp-dns
 * E.g., value in the record must be "sigsum@v0=<hex string>
 * This is common for other TXT RRs, e.g., "spf=..."
 * E.g., disallow multiple keys for the same domain name
 * Right now implementation is a loop. Not very strict.
 * https://git.sigsum.org/sigsum-log-go/tree/pkg/dns/dns.go#n34

2. A reliable database setup that can tolerate at least one failure.

The initial scope is to have one active sigsum-log-go instance. If there is a
failure, we can switch over to a secondary sigsum-log-go instance without
risking a split-view.

The failover procedure does not need to be instantaneous, just correct once
done. Aim for SLA "it takes up to one working day to recover from a failure".

Bonus: it would be good to have an initial log operator's BCP.

3. Reliable hardware to run the log on.

The two machines (see above) should not be identicial, e.g., disk manufacturer
diversity, etc. There are no strict performance requirements. Budget is ~50k
SEK per machine. Whoever takes responsibility for this TODO decides what "good
enough" means.

Bonus: it would be good to answer the questions outlined in the link below.
 * https://git.sigsum.org/sigsum/tree/archive/2021-10-26--meeting-minutes#n31

4. A sigsum-log-go implementation that is good enough to start with.

https://git.sigsum.org/sigsum-log-go/tree/issues
 * Scope: add metrics that are relevant for log operations. This includes an
 alert system that picks up metrics, although that is not strictly "sigsum-log-go".
 * Scope: the (relatively minor) issues that are not listed below
 * Scope: integration test (may be very basic)
 * Bonus: stress test
 * Bonus: rate limit support
 * Bonus: support storing key in a smart card / HSM
 * Non-scope: read-only mode ("maintenance = the log is offline", fine with our design)
 * Non-scope: more robust server configuration ("update configuration = hard restart")
 * Non-scope: multi-instance support ("failure = manual recovery")
 * Non-scope: investigate Ed25519 clamping ("clamping was not strict = oops")

5. A first take on log tooling that simplifies usage.

https://git.sigsum.org/sigsum-lib-go/tree/issues
 * Scope: add log tooling
 * Bonus: add verify tooling

Other non-scope
---
Defer work on monitor implementation.
Defer additional work on witness implementation unless something is broken.
